The emerging notion that genetic security is part of national security is still unclear to most Russian citizens, but already it receives lavish funding. In late April, Russian authorities approved a budget of 220 billion rubles ($3.3 billion) in order to develop new genetic technologies over the next eight years. The document published on the government’s website says that the main purpose of the program is “to decrease critical dependence of Russian science on foreign genetic and biological databases” and on foreign specialized software and other technologies.

“I have never heard Putin or anybody else in the Kremlin mention the word ‘race,’” Svetlana Gannushkina, a senior human rights defender helping migrants told The Daily Beast on Wednesday. “But once Putin said to me: ‘I agree we need migrants, but preferably well-educated Slavs of a fertile age.’”

I suppose it is better that they spend money on this than the typical money Russian oligarchs spend their money on.
This interest is not too surprising. Elisabeth Schimpfössl in her recent book Rich Russians note that Russian oligarchs have an inordinate interest in their family histories, especially as it relates to aristocratic pedigrees.
The nationalist tone of this talk about “Russian genes” is raising alarms. Alexander Verkhovsky, director of the SOVA Center, monitoring Russian far-right groups and hate crimes, was stunned to hear Putin’s statement in 2017. “Putin’s words came out of the blue, without any introductions or explanations, as if there was a moment of insanity,” Verkhovsky, who was present at the meeting, told The Daily Beast. From Putin, he said, “We often hear conspiracy ideas but until recently his nationalist political statements have mostly focused on empowerment and reconstruction of the Russian empire rather than white supremacists’ ideas about the biology of ethnicity or race.” …

I am pretty skeptical about the possibility of ethnic bioweapons, at least while our knowledge of genetics remains pretty primitive. Unless you preemptively innoculate your own population… but in that case, wouldn’t just taking smallpox out of the freezer be much easier and more effective anyway? Moreover, a bioweapon designed to be used against Russians would also wipe out most Slavs, including Poles.
That said, I am not going to be criticizing the security people with thinking about all kinds of possible threats. That’s their job, after all.

I am not to disagree with your overall point, but I think it was obvious after the last discussion where we learned about him and we even watched the video of him on Ukrainian television, that he is a sex-tourist who pays money for sex.
He receives money selling books online, and then uses the money to pay for prostitution in Ukraine, where prices are lower.

Well at the risk of repeating myself and aggravating everyone on this blog I don’t see where all of these Slav immigrants are going to come from or if they would be of any use to Russia if they did. Most Slavs from Eastern Europe are very similar to the peoples from Western Europe in that the women are educated, work outside of the home and thus have very few children…
So I return to my earlier question of why Russia didn’t follow through with giving passports to those South African farmers as most of them are of some sort of Germanic/Scandinavian stock, Christian and families with numerous children. Not to mention already skilled in the use of firearms as they are under constant threat of attack on their farms with no assistance from the police of their countries. Somehow the character of these people seem to fit better with Russia’s grand plan than Eastern European Slavs whose people are already Westernized to the point of low or no replacement birth rates in their own countries

“Import substitution” is popular with powers (if not primarily, then perhaps secondarily), because it is useful way of helping your friends.
Money for import substitution does not grow on trees, but is from higher prices or lower quality for shoppers (so it is operating like a tax on the rest of the country), or directly taxes and subsidies.
There are benefits of import substitution – geopolitical advantage of self-relying (i.e. security of production in critical industries), and providing local jobs.
However, in relation to the latter – result of import substitution jobs, seems to me, to be even more economically unequal, than in the rest of the economy. We discussed this a few months ago about ОАК. Government father (head of air safety) appoints the private daughter as director civil contracts of Sukhoi, where she is selling the Superjet. This family has (from our social media observation) property in Monaco, but engineers’ salary in her company begins at $380 per month.
In Russia, since the devaluation in 2014, and subsequent import substitution of a wide variety of foodstuffs, prices have gone down while quality has gone up. Many of these industries are indeed subsidized, but I fail to see how this is bad for the average consumer. I certainly don’t mind my tax money being spent in such a way that I receive a higher quality staple product at a lower price.

Prices have increased for products, including foods, related to import substitution, and this is well documented.
Price might decrease or stay the same in other staples foods, but not a result of substituting for trade, but rather good harvest conditions. (For example record harvest in 2017).

The idea that the ultimate value – often the only one – is how cheaply one can buy stuff (mostly to be disposed soon after) is a modern idiocy based on a simple-minded misunderstanding of Adam Smith. You can have cheap shopping in the West, or you can have a sustainable society – you can’t have both. The ones telling you that it is possible, that ‘we can compete’, are lying to you. Or – more often – live off facilitating the process as a small minority. And we are back to corruption, or worse. Selling your own countrymen for a small, easy gain has always been considered a form of treason.

Number of “regular church goers” – is around 1-2% (probably depending on how we define “regular”).
For example, monthly communion is 1,2% of self-identifying orthodox public, attend it.
There is regional variation as well. In Easter services (which is the most important of the year), in Sverdlovsk region, it’s 2.7% can attend an Easter service, but in Chelyabinsk region it is 0,8%.
Numbers going to church peaked at the highest level in the 1990s, and have fallen to a very stable level since the end of the 1990s, which is a little lower than the 1990s levels.
Some priests complain on Facebook about the church construction, because they think it dilutes the services across more buildings.
However, this building of churches must also be related to the construction industry and is popular with authorities for this reason. In some new districts, like the Academic district outside Ekaterinburg, you could see a completed church is constructed before much of the houses, and a lot of more normal infrastructure that people need there (and actually it looks quite strange when you see the church is built before much of the houses).
Why are the authorities quite relaxed, if not some people are happy, about topics like “allegedly worsening relations with the West” and import substitution? It provides a lot of opportunities to help friends.

In general NYC has been dramatically improving for the past decade. Entire once derelict districts have been redeveloped into upscale hipster zones, and the riverfront in Brooklyn and Manhattan has been developed into an almost continuous series of interesting and attractive parks.
There are more amenities and entertainment options than ever, and more tourists, Europeans, and cool people.
The scale of the transformation is very impressive – it truly feels like an imperial capital.
Crime seems very low and not a serious issue even in peripheral areas late at night, although perhaps it’s still a problem very deep into the”hood, and incidents occasionally happen anywhere.
At the same time, the homeless population has exploded. In winter they can sometimes take over entire subway cars. Or they stink so incredibly bad that in rush hour traffic half of a subway car will be empty as everyone huddles to one side. There are also more people living in parked vans and RVs – a different breed than the homeless. Many of these seem clean and middle class, and connected to the art or music scene somehow.
Rents have gone sky high even for areas on the periphery of cool areas.
The crowds on the subways have gotten unbearable, and the subway in general is old, dirty, and uncomfortable – but very cheap compared to Europe, and functioning 24 hours unless being repaired.
It feels like a new Gilded Age of the kind that America periodically creates, of extremes of wealth and poverty, and the stresses of extreme capitalism are on display. In a way it has a lot of energy and fun to it, but it obviously is inhuman and harsh and not sustainable in the long run.

Murders in NYC I believe primarily affect the black and Hispanic population in parts of the city that are somewhat remote from trendy areas.
Its almost unheard of for an average middle class person to be murdered in an average or nice area, or even a peripheral area.
Regarding the homeless, the immediate cause is undoubtedly laxer laws. I remember very suddenly around 2015, it went from almost no homeless to tons of them.
However, the larger cause is certainty the cutthroat economic environment, high rents, and individualist Anglo culture where families don’t take care of each other.
There’s quite a few articles in the US press about the new wave of homeless – many of these people are forced into the street as rents rise or they lose their job.
As for high rents forcing out an undesirable demographic – the problem is that many of the people who earn a lot of money these days are quite dull and conformist. Yes, they contribute to the city and patronize cultural activities, but many of the people who give a city its cultural vitality aren’t particularly interested in money and don’t have a lot of it. A great city needs these people.
What’s more, the economy today is not exactly what you’d call fair – so its hard to argue the people able to afford sky high rents are actually more deserving, and they are frequently rather uninteresting people.
In the end a great and vital city needs all types to be truly attractive – yes, we need fabulously rich people to throw grand parties and lend glamour to the city, and no healthy person really resents that, and we need solid hardworking bourgeois types who are rather dull but dependable, but we also need exciting artists and musicians and bohemians.
It’s a balance – the problem is that the American economy has gotten too unbalanced in favor of the boring people.
And there’s the simple question of social justice – where rich people are fine, but squeezing the poor to such an incredible degrees is just greedy.

In 2012, I was buying this meat, imported from Australia and New Zealand, for 1200-1400 RUR/kilo. Now I buy Заречное brand for about 900 RUR/kilo and the quality is superior to the imports, which now sells for 2-3k RUR/kilo. Russia created an entire industry, beef production, essentially from scratch.

We know as objective fact that food prices are increasing. Some years increasing food prices moderately (2018), and other years more lightly (2017), and this year it will be moderately fast price increases again.

As for your desire for anecdotal information. I can see prices when I visit home, but I would not infer inflation rate from this. Where my family (parents) lives, many of the common supermarket chains are specific only to their region and neighbouring areas. Some of their near supermarkets became more expensive recently, but this can reflect the people are becoming more upscale in their purchasing behaviour. Similarly, with increased range (but if you want to relate this to import substitution, you need to add a ceteris paribus clause – as this was happening anyway).

There are two. One, свобода, apparently comes from a root meaning “self-dependent”, and is a safe translation of the English “freedom”. . the other воля, is more interesting and poetic.
