East-Central Europe – the Visegrad nations and the Balts – are commonly considered to have had far better post-Communist transitions than Russia. They started earlier, and from a more privileged position; in contrast, the Soviet economy was more distorted in the first place, and there were no living memories of prewar capitalism. They got more economic and institutional support from the West. There was no haphazard rush to privatize state assets, preempting the development of a powerful oligarch class that in Russia’s case has become a byword for sleaze and boorishness.
One positive result of this was a generally much lower degree of income inequality than in Russia.
This conventional view is mostly true.
However, as Leonid Bershidsky has just pointed out, citing a recent research paper by Thomas Piketty et al., there is a small catch.
Finally, the large negative foreign asset positions of Eastern European countries should obviously be put in relation to the fact that these countries have adopted a development strategy based upon economic and political integration within the European Union. Eastern European countries are largely foreign-owned, but the owners tend to come from EU countries (in particular from Germany). So in some sense it is not entirely different from the situation of peripheral regions that are being owned by more prosperous central regions in a large federal country.
It is also worth noting that these patterns of foreign ownership also have consequences for the study of domestic inequality. In particular, as demonstrated by Novokmet (2017), the fact the holders of top capital incomes tend to be foreigners rather than domestic residents contributes to lower top income shares in countries like the Czech Republic or Poland or Hungary (as compared to countries like Russia or Germany). I.e. foreign owned countries tend to have less domestic inequality (other things equal).
In other words, a lower net international investment position – all other things equal – should result a country having lower inequality by dint of their 1% being foreigners.
The two major exceptions in the ex-Communist world are Russia and China.
Finally, it is interesting to compare ex-communist countries with respect to the importance of foreign assets (see Figure 7d). It is particularly striking to contrast the case of Russia and China, which both have positive net foreign assets (i.e. these two countries own more assets in the rest of the world than what foreigners own in Russia and China), and Eastern European countries, which all have hugely negative net foreign assets (i.e. these are largely foreign-owned countries). These differences are partly due to differences in economic and natural endowments. In particular, it makes sense for countries with large (but not permanent) natural resources such as Russia to accumulate trade surpluses and foreign reserves for the future.
Certainly Russia’s resource endowments helped and perhaps made it possible, but there was also a political element to it. Even under Yeltsin, the Kremlin had always been loathe to privatize state corporations to foreigners, even though they managed them better than either the state or domestic oligarchs.
One explanation is that privatization was unpopular enough, and selling off assets to foreigners would have made it even more politically untenable. A more cynical interpretation is that foreigners were harder to influence or to provide the kickbacks and favors their benefactors in the state expected for their largesse.
Be that as it may, Russia (and China) developed national oligarchies, whereas Visegrad and the Baltics ceded theirs to the established oligarchies of Mitteleuropa.
Finally, the large negative foreign asset positions of Eastern European countries should obviously be put in relation to the fact that these countries have adopted a development strategy based upon economic and political integration within the European Union. Now as Bershisky goes on to point out, while foreign ownership has its benefits – institutional integration, better management, etc. – there is also a price to pay: A loss of sovereignty.
It’s not really a choice; Eastern Europe will eventually need to champion integration, just as it once championed membership. My own view is that eventually, it will no longer matter where a European company is headquartered because a united Europe will have a common budget, and economic cohesion will become inevitable. Nationalism may be having a moment, but it’s too late: The Eastern European countries have been open to investors for too long, and they’ve lost too much control over their economic future to hold on to political control.
Of course opinions on the desirability of this will differ.
As an immigration optimist who had a hysteric fit on Twitter over Brexit, we can be pretty sure that Bershidsky will see this as a good thing.
That said, Bershidsky might be jumping the shark here. As the Ukraine has shown, if there is sufficient political will, an economic “colony” can well defy its foreign owners, despite the economic cost of it (a 15% collapse in GDP). On the other hand, could Muslim immigration really be the hill on which Eastern Europe’s populists and Brussels skeptics make their last stand? After all, multicultural enrichment is a process that takes years if not decades to get noticed and to start having a marked effect on natives’ lives, whereas the loss of Crimea and the Donbass – and the ensuing threat to Ukraine’s continued statehood – was a much more sudden jolt.
In the lack of any such highly visible state of emergency, it is easy to imagine the East Europeans taking their hush money and piping down.
The Ukraine was not an economic “colony” of Russia.
They had and have their own ruling economic class which nowadays includes their president.
Also, “defying” did only work by selling out to new “foreign owners”, i.e. EUrope and America.
And this political will is supported by the vast majority of Ukrainians, even though on a more personal level they probably don’t trust their ruling elite much more than they did before the unwarranted Russian incursion. I wonder why?

I guess you could say that what kept Eastern Europe going during the long cold Communist winter (1945-1989), was the dream that their asse(t)s one day will be owned by the civilized Europeans instead of the Russians.

Although his occasional shows of contrarianism have earned him an undeserved reputation for independence, Bershy is not only malevolent, but stupid as a bag of rocks. When push comes to shove, economics is downstream from politics. Foreign owners are less able to use their economic power to effect social change than domestic owners, not the other way round. This argument should have ended a century ago with those who claimed economic integration meant WW1 couldn’t happen.
That is why the European project is so effective. It mixes economics with politics and turns foreign owners into distant domestic owners by turning many European countries into Europe, the country.
There is a major difference between the case of Ukraine and that of Poland/Hungary, that is, in the case of Ukraine, the defyed their owner pursuing another more wealthy/prestigious owner. In the case of Poland/Hungary, they wont be able to do that since they are already owned by the wealthiest entity around. So it is not a function of political will.

In Poland, it’s very hard to find someone who hasn’t worked in a western european country for a time or doesn’t have a family member or close friend who has. As cheap labor they’ve seen the multicultural process up close at ground level (especially as exemplified by muslim immigrants and their descendents) and they don’t like it or want it for their own country.
I think that’s the real, usually unacknowledged, source for the grassroots rejection of joining Merkel’s reverse Lebensborn.

All this reminds me of what I heard from Ukrainian analyst Mikhail Pogrebinsky a while ago. He was talking about the populist struggle against Ukrainian oligarchs.
He said that, even considering all the issues domestic oligarchs represent, they are still domestic, having some connection with the community, some stake in well-being and stability of their country. He said: just wait till the domestic oligarchs are crushed and replaced by foreign (German, American – international) capital, that will swallow whatever’s left, spit out the bones, and move on to the next target.
And I think he’s quite right.

Materialism has certainly grown since the early 20th century. In many of the richest EU countries knowing whether you’ll achieve half a percentage point less or more in GDP growth is ranked as the first national cause.
There real poverty has in effect disappeared long ago, low income people routinely spend half of their earnings or benefits on tobacco, alcohol (both often highly taxed), mobile phones and TV sport subscriptions/betting. The homeless are much more the results of psychiatric and societal disorders than strictly a scarcity problem. Anyone who has been to or knows developing countries sees that very clearly.
And while the lower classes do bitch about inequality, the 1%, for valid or not so valid reasons, deep down all they want is to partake in the same material lifestyle, not to overturn the liberal economic order in any way.
The neoliberal EU project turns national governments (especially the peripheral ones) into servants of global capital. Not just EU capital, global capital.
The main role of a national government is to attract capital, and to provide conditions for maximizing profits. Samsung factories in Hungary pay no taxes, no rents, they even get free electricity.
Now, some might say: what’s wrong with that, if it works well for their populations? The problem is, it doesn’t. Wages are low (naturally), and what’s even more problematic: this kind of economy is extremely susceptible to economic shocks.
Look at Latvia, for example: today your economy is booming and you’re a ‘tiger’ (2000-2007) – and tomorrow it’s 25% unemployment and riots in the capital (2009). That’s because you’re a peripheral economy – bubbling in boom times – first to be abandoned in a downturn.
It is certainly true in Germany whose national identity was built on the economy (Zollverein, Mittelstand, Mark,…).
There is nothing else left after the old order was destroyed several times and non-economic nationalism discredited.
Well, Poland has already begun to re-polonise(as they call it) their country. They are already doing it with the banking sector and the media sector is next. Their state-owned bank bought up a huge stake in an Italian bank which had a large prescence. Deutsche Bank has already announced they are surrending their position and selling it to willing buyers(likely the Polish government).
It’s important to note that what keeps the system going has been the so-called structural funds but they are declining as a percentage of GDP. The 2007-2013 round consisted of about 1% of Polish GDP. The 2001-2006 round(which Poland joined a few years before formally joining the EU) consisted of 2% of GDP. The current one(2014-2020) should represent about 0.5% of GDP and from 2020 and onwards around 0.25% of GDP. By the late 2020s, Poland and many other EE countries should either be neutral or even net contributors. This will likely happen for Czechia by the early 2020s.
Having a large negative net international investment position is largely due to having large current account deficits. Czechia has been paring their down over time and Poland is now running far more healthier trade balances(they had a trade surplus last year and will again this year, even including oil imports). Same is true of Slovakia and Hungary.
While it is true that they are dependent on Western Europe, their relative position is strenghtening. That’s why they are all getting stronger nationalist leaders. Ultimately, Western Europe will have to accept a weaker hold on these countries. This is already happening, and the attacks on Poland are the most intense because the Poles are most aggressive in taking back sovereignty from the EU(or, better understood, Western capital interests).
In short, I’m not as certain that the board is as stacked against them as he claims. Certainly as poorer countries like Romania are growing fast and are noticing the same things. Since the EU doesn’t guarantee security – the US is – this gives these EE countries additional leverage as well.
I think the biggest mistake that Russian columnist – and Anatoly makes as well with his last paragraph – is that he underestimates the importance of the muslim question. For a guy freaking out on Twitter because of Brexit, he likely doesn’t understand it. He should visit Prague and Paris back to back and see the difference. Or Krakow and Marseille for that matter. No amount of ‘hush money’ will settle this, especially as I pointed out, EU structural funds keeps declining as a percentage of their GDP. The German supply chain is far too deeply invested not to see these countries in the common single market(which doesn’t imply EU membership, as Norway or Switzerland shows).

I am interested in the whole Visegrad, but mainly Slovakia. The EU money here is spent only for the sake of spending. They literally have to spend an allocated time constrained amount or they lose it. Sure, GDP rises as does employment but the real economy and purpose? We are witnessing the greatest capital distortion since the commies.

Part of the reason behind the Polish shift to the right, might be the emigration of younger citizens to Western Europe, taking their leftist views with them, and with a lower likelihood of involvement in their home nation politics. American expats generally don’t vote, and lean left.
The V4 bloc should have a stronger hand if the FPO joins an OVP coalition after the October election in Austria. If the leftist government in Italy loses next year, that’s an even bigger roadblock.
It’s a lot more complex than that. If anything the ones that leave and stay are the less skilled that don’t have many prospects in Poland. The younger and more educated might be more left leaning but they’ll also have more prospects in Poland.

Western Europe has a very strong instrument of influence in Eastern Europe. If Eastern Europe wanted to act independently, then its citizens would have to accept a lowering of living standards, and still they wouldn’t be able to create the same industrial base as Western Europe has, because it requires cooperation and ambitions of the local elite, which is non-existent in Eastern Europe, because the elites only want to copy and serve Western Europe. If anybody has their hopes in V4 as that better example and a hope for the betterment of things, then they’re naive. @Mr. Hack: In regards to Ukraine, it is worth pointing out that a pro-Western Ukrainian might not mind the loss of Crimea and the Donbass too much. After all, the loss of these territories ensured that a pro-Russian candidate will never be able to win another election in Ukraine (the trends were heading in the West’s direction even before the Maidan Revolution, but the loss of Crimea and the Donbass significantly accelerated the process).

Why, all things considered – yes, it has. Before the 2014 putsch, anyway. GDP from $31B in 2000 to $183B in 2013, and without losing its sovereignty.
While the structural funds are declining as percentage of GDP as less funds are transferred, it doesn’t seem to be diminishing as a percentage of GDP because of robust growth.
In 2016, Poland had a GDP per capita (nominal) of $12,300. That is better than Russia ($8,900) or China ($8,100) but nowhere near the US ($57,400).
Polish GDP per capita was $11,200 in 2007. I think the turbo charged growth of 2000 until the 2008 economic crisis was a one-off event. Poland will be stagnant in the years ahead.
GDP purchasing power is better measurement than nominal in many ways.
Polish economy will grow slowly over time (its still an emerging economy, like brics, argentina, etc).
The problem is increasing debt.
Once its population will fall (from 38 to 23 million) by 2100 (assuming no immigration)
it will lose influence on the regional and world scale.

The total subsidy is larger than the whole, inflation-adjusted, Marshall plan for all of Europe. It would be very surprising if it was only a minor factor.
The way I see it, Poland was supposed to be the shop window, the success story for attracting others and lifting their morale (sorta like West Germany before the Soviet collapse). There was a lot of domestic pressure against these reforms, including by some anti-Commie dissidents who did not want the executive branch to have as much power as it did in Commie times. “Huge amount of money”, true, but you forget that youhave to substract our dues paid to EU and the costs of introducing new regulations. Moreover, compared to the Polish budget: in 2016 it was netto 5.5 billions euro; the income of POlish budget alone in 2016 was about 73 billions euro. Compared to the size of the total GDP, the amount is rather small. Comparable amount of money (between 4 to 5 bilion euros) is sent annually to Poland by our emigrants. What about the wharf, ship-building? Heavy industries, steel works, coal mining? I have the impression that everything is either drastically scaled down or eliminated. Hungary at least still has the big steel factory in Dunaujvaros, relatively intact, owned by Ukrainian and Russian capital.

Federalization was demanded by mostly ethnic Russians in eastern Ukraine. They didn’t want German or US-style federalization, they wanted a type that would give their Russian region veto-power over national decisions (such as joining EU, or NATO), own militia, own language, etc. It’s like if American federalization meant that California had Spanish as its official language, and had the right to pull the entire USA out of NAFTA or NATO if it wanted to.
Federalization was a ploy to turn Ukraine into what Poland was in the mid to late 18th century: a decentralized powerless state controlled largely by pro-Russian oligarchs, eventually to be partitioned and largely absorbed by Russia. No thanks. Clever attempt by Russia, however – it deserves credit.

Ukraine isn’t an EU Member State and thus, by Mr Karlin’s yardstick, hasn’t “lost” any sovereignty. What good has that done it? That didn’t stop Putin from invading the country, annexing part of its territory and fomenting fake “rebellions” elsewhere. That didn’t stop Putin declaring unilaterally that Ukraine was part of Russia’s “sphere of influence”, which amounts to saying that it has no sovereignty. The EU isn’t about losing sovereignty, it’s about exercising it in common to mutual advantage.

NATO didn’t become a popular choice in Ukraine until after Russian intervention. Prior to it, the popular choices were EU orientation, but no NATO.

One area where the Catholic Church could improve itself involves celibacy, which is NOT Church “dogma” or doctrine. Celibacy was put in place during the middle ages in order to keep Church property from being inherited by family and relatives of priests and bishops. Celibacy was based on purely financial considerations–nothing more. It is interesting to note that Episcopal (Anglican) priests who convert to Catholicism can bring their families with them to the Church while Roman Catholic priests are denied marriage.

Simply by virtue of the manner in which electric power is generated — by rotary machines, there would have been people who would have thought of transmitting AC directly, without commutation or rectification.
