HMG Sponsored Bear-Baiting

There has been a large leak of documents from the Foreign, Commonwealth & Development Office (FCDO) showing that the UK is sponsoring and providing editorial guidance to anti-Kremlin journalists, media organizations, and YouTubers as part of a £100 million plan to “tackle Kremlin disinformation” during 2018-22.

Their aim, forthrightly stated, is to “[weaken] the Russian state” (sic).

This involved “weekly mentoring sessions with specialists from the outlets”, “adjusting their editorial and commercial strategy accordingly” and creating “common framings of issues” with “two of Russia’s leading independent media outlets – Meduza and MediaZona.

This is in addition to their public financing from Khodorkovsky’s organization. I also I wrote about Meduza’s English-language editor Kevin Rothrock’s possible ties to American intelligence back in 2019.

This involves a forthright acknowledgement that efforts are to be focused on youth. As another contractor put it, Baltic Russian youngsters would serve as “agents of change” and “influence their parents’ and grandparents’ generations and amplify a distinct ‘Euro-Baltic’ identity.

That this programming was to be explicitly anti-Moscow in character is starkly underlined by a section on “creating narrative games which encourage participation through social media and mobile platforms.

Meduza is a leading proponent of these games which, for the most part, embrace political themes (e.g. Putin Bingo, ‘help Putin get to his meeting with the Pope on time’ and ‘help the Orthodox priest get to his church without succumbing to earthly pleasures’),” Albany notes. These “satirical games” would make the “valid point” that “the offer of a fairer, respectful and caring society is better than that of an arrogant, nationalistic regime.

Even as the UK finances smears against the Russian Orthodox Church, it’s worth pointing out that Latvia has recently banned most Russian media from the country (including RT) during the past year.

Amusingly, this is sometimes complicated by the acknowledgement that Russian “disinformation” is sometimes true:

“Another barrier to combating disinformation is the fact that certain Kremlin-backed narratives are factually true. For example, the Serbian organisation European Western Balkans noted that one of the country’s most prominent pro-Kremlin narratives relates to Russia’s ongoing support for Belgrade in the Kosovo dispute which is true. Responding to inconvenient truths, as opposed to pure propaganda, is naturally more problematic.”

Meanwhile, in Russia, they help anti-Kremlin influencers to skirt the “foreign agents” law on receiving international payments and to “develop editorial strategies to deliver key messages.

All in all, this all suggests that the UK is involved in a large-scale propaganda (“misinformation” and “foreign meddling”, to use currently popular terms) against the Russian government while it in turns massively projects on the Russian government (mandatory reminder that Russiagate started off as a British intelligence operation).

This also puts the revelations from three weeks ago that the director of Navalny’s Anti-Corruption Fund Vladimir Ashurkov with MI6 agent James Ford in London in 2012, in which he beseeched him for money and dirt on figures within the Russian government, in an intriguing new light. While Ford himself may have been unenthusiastic, it is quite imaginable that there were subsequent meetings, with better opsec, under which the parameters of the current GCHQ/MI6 –> Bellingcat –> Meduza/MediaZona/@navalny information-propaganda model were established.

    They’re currently embroiled in a war with the online bots of the leading party, which is funny to observe

    I’m 100% sure these exist in other European countries, this probably had a role in the genesis of the Polish wokesturm youth that lead those mass protests against the Abortion ban, and will likely soon be used to push gay marriage into law

    As a Russian youngster from Tallinn, Estonia, I can confirm that this has been successful. Russian identity among young people with >100IQ and/or trendy and hip is quite undermined due to perceiving Russia as a regressive, corrupt, brutal and poor land of orcs. This possibly could have been achieved even without any foreign propaganda, due to simple social status dynamics. However, since there is no alternative identity being offered, the things only went so far as to undermining the current one.

    The Institute for Statecraft and its offshoot the Integrity Initiative received #2m to develop messages to conter Russian disinformation under somewhat dubious circumstances. They were compromised when their websites were hacked by persons unknown. The funding was from the Foreign and Commonwealth Office so was intended for use abroad. Presumably Russia.

    The IS and II are just part of the iceberg above the water line as you show. In the last couple of years, a certain uniformity has developed in the British media on a number of issues. In 2010, the producers of BBC News were replaced completely by former Tory Special Political ADvisors (SPADS). More recently a donor of #400k to the Tories at the last election has been appointed to the chair. One can imagine the government view on the main stories of the day being sought out by the BBC as well as the Redtops and Daily Telegraph. It is not just exceptionally on-message storylines about Russia since Skripal in the UK and abroad. It is also Brexit and the pandemic. Bad Brexit news and Princess Eugenie’s baby is suddenly national news as are Megan and Harry’s plans for a 2nd baby. As Andrew hasn’t been launched yet, there is worse to come. The irony is that the Right wing Tories who were so happy to be given a dissenting platform on RT when Cameron was in control are now the most vocally anti-Russian. Overcompensation?

    The total programme is to cost #100m. Lithuania and the US chip in too. It is only natural.     The “inconvenient truth” is that West bombed Serbia to separate its Kosovo province. That Russia supports Serbia would not be a “problem” if that wasn’t true. It is the elephant in the room that West would prefer to forget. Because if West can bomb a country to force independence for its dissatisfied minority as in Kosovo, the same human right applies to Catalans, Scots, Kurds, Ossetians, Donbas, and definitely Crimea.

    Who would proclaim to world and dog on TV that their Navy is “shadowing Russian Navy warships in the channel”? Is this Ukraine?     This is all very smart and all, but is there such a thing as “Baltic youngster”? Baltic TFR was around 1.2-1.3 twenty years ago, can’t be too many of them around.

    It strikes me as creating propaganda targeting dodo birds. “NATO has best bird food! All big birds love NATO!” Well sure, this sounds great and if dodo birds heard the message I’m sure they would be very receptive, but I doubt lots of new recruits would flock to the cause.

    • 20th century had two big wars: WWI happened because Habsburgs attempted to expand into the Balkans and because French wanted Alsase-Lorraine back. French won WWI.
    • WWII happened over what to do with the stranded German people in eastern Europe after Germany lost WWI. Russia won that one. (Beneficiaries as often, were actually other countries.)

    My guess is that the next ‘war‘ will be over what to with all the stranded people, mainly Russians, after the 1991 break-up of the Soviet Union. I don’t know who will win, but I do know that EU will be a big loser.

    Estonia is a closed society with narrow concept of national identity, so even if these people renounce Putin, they will still be facing discrimination, because they are not “real” Estonians, which in Estonia makes them something less than human…

    So I’d expect this to breed resentment among Slavic population of Estonia, consequently strengthening their tribal identity, similar to other marginalized populations in Europe.

    It’s the other way around. Estonians and other minor eastern European ethnic groups have always taken it for granted that someone who speaks fluent Estonian (or Latvian or…) is automatically Estonian because it was always true: the Germans, Swedes, Russians, Poles and other masters that took over these places never learned much of the local language.

    Thus they’ve asssumed that turning those ethnic Russians into Estonians would just be a matter of getting them to learn the language – maybe you need a bit of coercion to get there but after you’ve done it the problem would go away. They had no conception that people could speak fluent Estonian and still not be ethnic Estonians because such a thing had hardly ever happened in history and in their experience everyone who spoke Estonian identified culturally and ethnically with Estonians.

    So now they’re dealing with the problem that they have no idea how to deal with people who learn Estonian but still don’t identify with the Estonian historical experience. The solution seems to be to import Western poz as fast as possible so that Estonians get elevated in status over Russians because Estonians are more eager to wash the feet of black people, more eager to let their kids get transsexual surgeries and so on.

    Echoing many other comments, how many “spaceports” you operate is a pretty silly metric. You need to spread out your launch pads so the occasional disaster at one doesn’t mess up others, you need to be able to safely launch east and north or south, you need transportation for big objects from factories to the ports, I think that pretty much covers it. Icebreakers are cool and very useful where needed, but Panama for example doesn’t care about them. Would like more details on “world leader in applied nuclear energy,” but I could well believe that, the West and Japan have massively screwed up their efforts (Japan should have never tried, does not have the right sort of culture to operate them, but many their manufacturing is OK, but it bankrupted Toshibi).

    For vaccines (cracks knuckles) Russia has an extremely bad set of policies where a vaccine gets “registration” based only on Phase I and II trials, which their politicians use to crow about them.

    This means almost nothing except that they didn’t fail early like Sanofi/GSK, what matters in the end is Phase III trial results, and only Gamaleya (Sputnik-V) has delivered the goods there in what appears to me to be a pretty close to US FDA strength trial, especially in safety (clever 3:1 ratio of vaccine and placebo, and enough of the former).

    That two other vaccines have been “registered” doesn’t mean they’re “safe and effective,” although the second and unique peptide EpiVacCorona vaccine from their Vector Institute/Vektor Centre per government.ru is getting close to those milestones if not already there, and per Wikipedia their Phase III trial is shooting for 40,000 subjects, definitely FDA strength. But CoviVac, an inactivated whole virus vaccine, is not as far along as far as I can tell without really digging, and I sure hope the Wikipedia editor accidentally dropped a zero when he listed its Phase III trial as enrolling only 3,000 subjects, that’s just not enough.

    Russia should also limit its crowing about vaccines until it can get them manufactured at greater scales, even with very good Phase III results like Gamaleya’s it makes only so much difference if you have a very limited number of doses to administer. Gamaleya/Russia are at least being smart in setting up many partnerships to manufacture the vaccine, including some for export, including back to Russia.

    Contrary to your expectations, the resentment among Russians in Estonia has been falling in the recent decades. This is mostly attributable to two reasons: 1) the most resentful people left for other EU countries or for Russia, and 2) younger generations are, however slowly, progressing towards integration.

    I agree that there is no room for a “Euro-Baltic” identity in Estonia, not because of the ethnic conflict, but because of it simply being too fake and making zero sense for anyone. You are also right that Estonians are content with their tribal identity, but the context in the article implied this was not targeted for them, it was for local Russians.

    You’re mentioning Russia, but you miss the important thing that Baltic Russians have never lived in Russia. They were born either in the respective states, or in the Soviet Union. Russia’s Russians themselves had to reinvent their identity after the dissolution of the SU, but the Baltic Russians never did, since they never belonged to Russia. They’re a child disowned so young he never knew who his parents are. There’s this sense of disorientation and indifference in the air with regards to identity of those people.

    You seem to have ascribed a certain ideology to me. Whether this ideology is beneficial or not for a society and it’s survival doesn’t matter at all for how people choose to identify themselves.

    So they do their best to curb the overconsumption in the West (Covid pandemics, Wokism etc.) and to mitigate the rise of China and prevent the rise of Russia.

    BioNTech decided they needed a major pharmaceutical company partner to test their vaccine candidates and manufacture one, a very common pattern with biotech startups. By comparison, Moderna was able to get enough help and money from the US government to go it alone; it no doubt helped they had a more mature platform and were much more confident about their single candidate. Interestingly, the other hopeful mRNA vaccine company is also based in Germany, and the EU really needs CureVac’s to work, their big bet on Sanofi/GSK having failed.

    The sort of help Moderna got was formalized as Operation Warp Speed (OWS), which made similar more than a billion US$ bets on just R&D including manufacturing on AZ/Oxford, another big-small entity partnership, US firms Janssen and Novavax, and Sanofi/GSK, they’re trying again with a V2.0 vaccine real soon now.     The Old Believers were Russian, the population that moved to live in the Baltic republics were Russophone Sovoks. Sovoks have no true cultural identity except for the Olivier salad and the cult of the Great Patriotic War, therefore they are easy to assimilate. They are getting westernized and pozzed in Russia proper, of course they will also be assimilated in the other republics. That is the end result of the Russian westernization since the Raskol.

    To reply not with just 2 sentences, I will comment on the Estonian politics with regards to the Russian question. For the last 2 decades, the Centre Party, a Russian speakers’ implementation of identity politics, has enjoyed support of the majority of Russian voters, and so secured it’s 25-30% ratings, #1-2 spot in the ratings and seats in most governments. So, if identity politics is a measure of the level of integration, it is telling that the latter isn’t going well.
    However, despite being a member of ALDE, the Centre Party seemingly wasn’t progressive enough and even betrayed the local Cathedral forming a government with far-right EKRE. And this is where, I suspect, they decided to strike back, implementing the US Democratic Party model and creating a new radically shitlib (for this place) party that combines Russians’ issues and globohomo agenda advocacy, which quickly gained a substantial support. This is insulting.

    However, all these years we are told that the fall of population in Russia, due to low birth rates, is offset by the flow of immigrants to Russia from the former Soviet states. Now, I don’t have the facts, but I would assume that most of those people moving to Russia would be ethnic Russians.

    In other words, the “return” is taking place, only in a more quiet, natural way, absent bombastic declarations that would please the nationalistic ear.

    Such declarations would inevitably create uneasiness, to say the least, in any culturally and ethnically diverse country like Russia.

    Any wise leader would refrain from bold statements and acts that would, in the end, prove highly detrimental.

    That’s not the exact reality on the ground.

    Anyone who wants to become an Estonian citizen could easily do so by passing a simple language test, except if he already had a Russian passport. But having a Russian passport was a choice, not some evil Estonian apartheid measure. Already in the early 1990s getting Estonian citizenship was made super easy, you just needed to prove two years of residency and pass an intermediate level language test. Also Russians whose ancestors had Estonian citizenship before 1939 (for example the Russian population of Narva) stayed Estonian citizens.

    From what I read the majority of the Russians have Estonian citizenship and thus the right to vote. The majority of those who don’t actually have Russian passports and Estonian residency cards, so they are basically immigrants. There is still a number of stateless people, but they could easily get Russian or Estonian passports, depending on which they preferred. Yes, some of them couldn’t speak Estonian, but after having lived there for over three decades, it basically means that they don’t really want it at all.

    Regarding being a “hated underclass,” I have yet to find an Estonian or Latvian who says anything bad about Russians without qualifications. They will usually say things like “we have issues with many Russians who refuse to learn the language, but those who have learned the language are basically the best thing since sliced bread.” This attitude might actually make it easy for Russians who are willing to integrate to actually feel accepted and content.

    This too is the opposite of the real situation.

    The pre-Soviet part of ethnic Russians in Estonia includes a bunch of Old Believer villages near Lake Peipsi. They were all granted Estonian citizenship and there is no friction at all even though they are still Russians and generally have no intention of assimilating. They have little reason to prefer Russia over Estonia as a state since after all the whole reason they are in Estonia is because Russia persecuted them and Estonia never did.

    The part of Russians that have problems in Estonia are the sovoks, the people that were moved in after WWII when whole new small cities of Khrushchev commieblocks were built to support Soviet naval bases, heavy industry and so on – not to mention replace the mass deported “fascists, Whites, reactionaries” etc with communist loyalists. Now those places are decaying Soviet time capsules and everyone capable enough gets an education and escapes to Europe or Russia while the people who get stuck hold on to their hammer and sickle ever harder.

    The part of the Russian minority that feels oppressed is precisely the part that considers the cornerstones of Russian ethnic identity to be Lenin, Soviet WWII victory, the great achievement of moving peasants to commieblocks… and of course, since Balts want to leave that all behind, anyone who feels these things to be central to Russian identity really will feel forever oppressed. Of course if any of these Soviet patriots move to Russia and repeat the same opinions there, all the Russian nationalists of this thread who cry about Baltic attitudes will have the same negative attitude towards these people.

    Non-slavic Russophones usually identify with their respective ethnicities, but it’s usually no more than a “label” of sorts and their culture is the same as that of Russians’.     The great internal problem in Russia of the last century and a half, has been the often lack of long-term political stability. Processes like ideological Westernization and multinational empire building, etc, have been damaging mainly through their negative effects on the political stability.

    Whenever there is a epoch of political stability for a few decades, the country naturally starts to rise to at least internationally average levels.

    Today the government can be multinational bribetakers and thieves, but despite this under Putin there has been a couple of decades of political stability, and as a result the median standard of living in Russia is near the highest it has ever been in history, and most of the objective indicators are at worst converging to internationally average levels. Norwegian or Swiss levels of anti-corruption and competence, are exactly a necessary condition for a country to improve and develop to the average level.

    In the future, Putin should be judged primarily according to how politically stable the country is after him. If the country remains internally stable for some more decades, then peoples’ standards of living will continue to improve at least at a rate which is tracking to the world average. On the other hand, if the country has to return to another sessions of damaging instability, there will be seen as an example of a leader who missed many opportunities for long term state building.

    Because the vaccine was derivative from other work ( different to the western created vaccines) they knew it was safe to use – what they did not know at that stage was the efficacy of Sputnik V. Registration was done early because of not just confidence in the vaccine and the knowledge that it was safe….but so that teachers, medical staff and military could start to use it – a completely sensible and moral thing to do, particularly when there is an urgent need for this during a wildscale pandemic and teachers and medics being the most important people to be vaccinated so that the economy can restart.

    If you saw what happened , then you would notice that mass vaccination (i.e general population) was only allowed by the President AFTER Phase 3 trial results were made public……..SEVERAL months after registration .

    If you also properly saw what happened then you would know that Pfizer/Biotech, Moderna and AZ/Oxford secured several 100s of million of preordered doses from foreign governments and their own ones at the time of Phase 1&2. You are simply being brainwashed

    This is not so much about the capabilities, as about the effectiveness of the government. There is no doubt in my mind that the US does have technological and possibly even industrial capabilities at least equal to Russian ones. The only reason the US spends ten times as much money as Russia and gets pathetic results is that the whole US government and MIC structure is about stealing money, not about producing something functional. I am sure there is significant corruption in Russian government and MIC, but in the end maybe 10-15% gets stolen and/or wasted, whereas in the US it is more like 95%. BTW, the US government was degrading long before now, Alzheimer Joe is just an apt symbol of its decline.
