A couple of months ago Volodya tried — luckily, he failed — to insert a crony as head of Interpol, the international police organization, presumably so he could turn it into his personal posse. Of course he did. Corruption is in Russia’s DNA, as it is in Mr. Putin’s.
Now it’s not that he is necessarily wrong. There is surely some genetic component to corruption proclivities, and it is certainly plausible that it is significantly higher in Russia (or Italy) than in North-West Europe.
But what is hilarious is that this comes from the employer of Amy Harmon, who has played a central role in hounding James Watson out of what remained of his academic standing.
This is a pattern, not an exception. Ex-Director of National Intelligence James Clapper – despite his own perjury record – thought nothing of saying that Russians are “almost genetically driven to co-opt, penetrate, gain favor, whatever, which is a typical Russian technique” in a meeting with NBC journalists. One wonders how long somebody who said anything remotely similar about Jews would last in his job (actually we don’t have to wonder at all).
Russians might just be the only ethnic group denied Blank Slate protections in the modern West.

The delightful thing about iffen’s posts is that they never stray from psychological innuendo. In case you’re tempted to admire his tenacity, please realize it’s not about tenacity. I believe the NYT means that corruption is institutionalized, within Russia. Though using “DNA” is obviously more poetic freedom than the writers or editors would allow with blacks or Africa.
But I don’t think that it really would make sense to use the word “institutionalized.”. At root, that should mean that it has been made more official, and so more intractable. Written into the law, or legitimized in the eyes of the topmost rulers, if nobody else. I think this is truer in the West than the East.

Forts, I take it. They’re too overpowered. First time I took on USSR solo (as Italy), I shared a common border with them through Hungary (which I’d annexed), but I feared they’d declare war on Romania (which had annexed Bulgaria) and attack me through there. So I went nuts with L10 forts all along the border with Romania down to European Turkey (which the Soviets had annexed). I was expecting a real struggle, but the war was the biggest cake walk ever. The Soviets couldn’t even break through in the Mid East, where I only had like L3 or L4 forts. This was pretty late (like late 45 or 46 – hey I was still a noob), and I had max upgrades on fighters – 20:1 kill ratios lol. This campaign opened my eyes to how easy, after a certain point, the game actually is. The only real challenges are early campaigns (say, pre-1940), which can, rather unrealistically, still be won despite a ludicrous lack of equipment.
West is not homogeneous, either. Say, campaign donations and donations to PACs by corporations would be criminal offenses not only in Russia, but in most countries. In the US both are perfectly legal. So, there is a lot more institutionalized corruption in the US than anywhere else in the West.

As for corruption – it is bad in all postsoviet countries, and without extraordinary evidence we can say it is symptom of being a postsoviet economy, not of DNA. Problems of corruption are worse in Tbilisi, Kiev, Baku – so this is independent of nationality.

In Soviet times, there was a gradient of corruption, lower in the North, greater in the South. From my own experience, I can compare riding inter-city buses. In Russia, you had to buy a ticket and board the bus at the station. In Ukraine, you had two options: buy a ticket and board the bus at the station or wait at a place outside of the station (known to everyone), board the bus there, and pay the driver. In Georgia, you boarded the bus at the station without any tickets and paid the driver. Those who purchased tickets were at a disadvantage: by the time they got to the bus, all seats were occupied by people who did not bother to buy tickets. This gradient of corruption remained after the breakup of the USSR, only became much steeper. Ukraine remains a lot more corrupt than Russia, whereas Georgia or Azerbaijan are a lot more corrupt than Ukraine.

While most polls indicate the Ukraine remains more corrupt than Russia, Georgia really does seem to have cleaned up considerably.
A lot of laws about lobbying seem to be polite fictions about the respectability of the establishment. Not a true measure of corruption, but perhaps a proxy for the level of its instutionalization.
The real measure is not in direct bribes because bribes can be built into the cost of things, or collected by third parties. For instance, in the US blacks are bribed not to riot. Generally speaking, they don’t collect the bribes themselves, which would be very dangerous for them, and less profitable. So, in dollar terms, the state collecting the bribes actually entails a greater sum and thus a higher level of corruption.
I could give dozens of other examples, in the taxcode, education, employment, healthcare, and housing. But I think the most glaring examples are in the moral decay and migrant invasion of the West. That is why I say the West is more corrupt because, it seems to evidently give less of a thought to future generations.

You are correct in one thing – the European elites. But not all of them. Among some of them noblesse oblige still functioned. Many wanted to make life better for people. Good example are social programs and reforms of late 19 century Germany.
We do not know much about the elites and how they operate and what do they think.

By the mid-late 19th century Europe was finished….after that the basic trend was just developing itself in its fullness. As a trend, it takes time to fully become what it is. We still aren’t there completely.
I fully admit that Jews reacted to the stench of European decadence by seeking to accelerate it and take power and become dominant – especially since European decline overlapped with a period of Jewish vitality (these things are cyclical). Jews saw their chance, and seized it, and of course any gain in European vitality will mean a reduction Jewish influence – but it will be almost a natural byproduct.

The idea of Romanian corruption is an unfortunate effect of endemic low-level corruption, much smaller, but way more salient than, say, Germany’s Diesel’s emissions.
There is also this stupid “hospitality” nonsense. There is no way to leave a Romanian host without being offered food, alcohol, and perhaps a souvenir. Similarly, there was a lot of pressure, in college, to “buy something nice for the prof”. Finally, there’s this whining nature, coming from both worst parts of the Russian Empire and Austrian Empire. If you ask a Dane if he is happy, it’s like d’oh, of course. But if you ask a Hungrian or an Ukrainian how are they doing, they would voluntarily express, in the first two minutes, some disappointment with the weather, traffic, work, family, or whatever.

The biggest bribes were the sale of state-owned housing to previous leasees, for peanuts, and the millions of early retirements from state-owned businesses. Look at Nobel Prizes in Literature prior to WWI. It was about affirmation of Western civilization and history (like Kipling or Mommsen) or Christian heritage (like Sienkiewicz) and many about affirmation of local culture (like Hauptmann, Rolland, Mistral). There was no self doubt. Europe was blooming. Europe was mopping up after its victorious and expansive Scramble for Africa. Another continent was conquered for Europeans, Western culture and Christianity.
Only after the trauma of WWI hekatomb and the savagery of the Judeo-Bolshevik revolution the mood has changed. And then there was the paranoid preemptive reaction to Bolshevism in form of Fascism and Nazism. Still in itself the two movements were positive and optimistic. However Nazism was not European. They are related: the main reason eastern European societies are not properly monetised is that people there don’t value what they have. They don’t value their own assets, so nobody else does either. The consequence is the kind of petty cognac corruption that is highly visible, but minuscule compared to the systematic, institutionalised forms of corruption in the West – where they literally create money out of thin air and divide it up among themselves in a complex, well-managed hierarchy. The endless consultants, intermediaries, think tanks, compulsory financial cut, well-rewarded politicians, etc…the money flows because in the West people usually refrain from pointing out the obvious corruption (since they often benefit too), and because everyone is forcefully optimistic and that makes their assets more valuable.
In the east the societies have delegated money, assets and capital management to others, all that is left are petty and annoying gift exchanges (‘corruption’). It is almost always the outsiders or people working with them who do the really big corrupt stuff – like selling national utilities to some Western utility in perpetuity.

The only permissible point of view is that whites are passive acted upon people with no agency who are victims of Jews.
Its interesting that when white identity politics finally emerges it is passivity-based and takes the same shape as black and Hispanic identity politics, and not the more agentic identity politics of Jews and Asians.
That is because at the moment, white identity politics is practiced solely by lower quality whites, while high quality whites have defected to the more optimistic Jewish led mainstream culture, making it even more powerful.

On the topic of corruption, I flew to Germany and bought and car and then drove it down through Austria and ex-Yugoslavia about 15 years ago.
I had to pay a bribe at one Croatian border post, both Serbian borders, and at the Macedonian border. (At the other Croatian border, I was hassled pretty rudely by the customs official – but customs officials are all scum in my opinion.)
It was nothing major. One took my passport and went into his “office” thingy and wouldn’t give it back till I slipped him 10 euros. Another hit me up for a few packs of cigs. Don’t recall what the others were.
Oh, and on a separate trip, I was stopped for speeding three or four times in Bulgaria. The cops straight up demanded a bribe each time. (No more than 20 euros, I think.)

The problem with your theory is that European anti-Americanism long predates American self-hate. In fact, in the 90s conservatives would accuse the self hating Left of copying Europeans, and attempting to appear sophisticated and cultured. I remember well the climate in the 90s, when I first got into politics – the American Left felt culturally inferior to Europe and used Europe as a reference point.
In the 19th century until WW2, a host of European intellectuals visited smerica, from Dickens, Fanny Trollope, to Freud, and returned with unfavourable reports, and the general European impression was very low, of an uncivilized place with little culture. In the 18th century Europeans even had this weird theory that America was less fecund than Europe and that plant and animal life in America was inferior and stunted and the environment insalubrious.
The American elites turn against itself began in earnest after WW2, centuries after European contempt for America was solidified. However, certain American writers like Emerson and Thoreau began developing a mild anti-Western theme which included aspects of American culture, taking their lead in this from the European romantics.
Tocqueville noted that Americans were extremely sensitive to criticism and desirous of praise, and he was meeting mostly with the elites.
Isn’t it more likely that American and European elites draw inspiration from the same cultural sources within the European tradition, namely the Romantics rejection of modern Western culture as mechanistic and amoral and the Enlightenments rejection of Christianity as oppressive and stunting the growth of the free rational personality?
Your example of Finland does show that if one identifies with a non-Western culture, one will be somewhat immune to the disease afflicting those who draw inspiration from Western cultural sources, at least for the duration of that identification. It also shows that identifying with the West can have corrosive effects.
Incidentally, when I first travelled abroad in 2001, Europeans were anti-American to a man, very intensely and vociferously, and they did not distinguish between the individual and the country. Travelling now this animosity seems to have completely vanished, weirdly and ominously.
You seem to have a mechanistic view of the human animal – whoever controls the media brainwashes the masses (even though the elites are the problem). Every people naturally loves itself and only foreign actors would try and undermine a culture.
However, if every people loves itself it is entirely unclear how they can be persuaded not to. And if motivation and cultural health is equal it is entirely unclear how a people with far fewer high IQ individuals can capture such institutional power.
Your theory leaves too many questions unanswered and is unpersuasive. Its also well known that you cannot brainwash people into believing things unless there is at least partial alignment with prior beliefs.
Further, your theory does not take into account the possibility of incompatible goods. For instance, power is fascinating and compelling but might be incompatible with emotional satisfaction. So a people might be legitimately torn between pursuing power at the expense of its emotional health, and end up sick just as it reaches its peak of power.
Europeans stumbled onto an incredible technique of power – science and the mechanical world view – and could not resist its glittery fascination. Selling their souls for power, they destroyed themselves. Countless myths and legends sketch this dynamic – the myth of Icarus, for one. Evidently it is a human perennial.
The myth of Icarus seems far more compelling as an explanation of what happened to the West than that a handful of Jews, vastly fewer in high IQ individuals, managed to destroy a vital and healthy European culture that had not already undermined itself.
Your description of the Europeans in 2001 and today is too mono-chromatic, there has always been a substantial variance in attitudes towards America in Europe. But we all (I think) agree that there is a problem in the West – it is in a self-destructive spiral. What combination of reasons has caused it is maybe less important.
Your Icarus explanation is interesting, but somehow not fully satisfactory:
Western societies have contained Icaruses, and also a lot of hoi polloi. And other societies have had similar power moments in the past.
I prefer more earthy explanations for the ongoing Western collapse: internal divisions that have frequently reached catastrophic levels, short-sighted elites that dream of life away from the people who made them into those elites, feminism and its impact on family formation, inordinate power given to culture figures (mostly clowns as far as I can tell). And the unsustainable growth of debt and its natural companion, financialization of everything.
To what extent particular behavioral patterns of different ethnic groups contributed to this is a very touchy subject: we all have ethnicity and thin skin is right beneath our thick rational exterior :). I have always had my eyes on the Anglo perennial dysfunction, their proclivity to engage in weird mating customs, their traditional uber-individualism and corresponding dislike of any group or communal action, has hurt the West. Since the Anglo world has been so dominant. French are way off most of the time, Germans lack sense of humor and its accompanying ability to mediate tough situations. The late 20th century Jewish domination of most media, academia and culture has narrowed the scope for discussion – that is not good for anybody, least of all the Jews themselves. To be able to push one’s more extreme ideas unopposed is never good. Whether any group is behind the Western mental collapse, or whether any group has planned it, is an unresolvable issue. There are individuals who have planned it, but assigning motivation to even an individual is hard enough, assigning it to what are large, disparate groups is in my view almost impossible. What is more important is how to prevent the collapse – the planet might not get another civilization like this for a long time, maybe ever.

Not really. Not as far as USSR itself was concerned. Soviet idoelogy divided Europe into two camps: Socialist (“ours brothers”) and Capitalist (with members ranging from friendly to hostile.) Finland was considered to be firmly in the Capitalist camp. Friendly but not at all “brotherly.”
The only thing that Soviet Union demanded from Finland was military neutrality (true neutrality, not fake one like Sweden’s.) Lenin statues and the rest were entirely self-imposed.

Logistically speaking it has never been easier to move people. That works both ways. Look at the numbers of annual passengers at the top airports. Some of them are short flights, but they give at least an idea of magnitude.

Welfare could be totally cut and they could be paid to leave, while having their heat turned off. Many undeployed technologies could facilitate peaceful crowd control.

That’s hardly true. Finland had a military alliance with the USSR so the “neutrality” was even more of a joke than Swedish neutrality. The Finno-Soviet treaty from 1948 is worded in a strange way that stipulates an obligation for the Soviet Union to defend Finland and not the other way around and of course that’s only to maintain the pretense of Finnish neutrality (obviously the USSR would not have simply accepted it if Finland decided to decline Soviet aid).
And since the thread is about bribery, the Soviet Union spent a lot on sponsoring pro-Soviet organizations and people in Finland so clearly they were not merely interested in promoting neutrality. Lenin museums and such were started with Soviet “donations”, the Finno-Russian friendship societies operated with Soviet money (and thus collapsed instantly when the USSR fell) etc. They were also very interested in blocking Western money from entering Finland and the peace treaty gave the USSR veto powers over any deal with “Germany and its allies” so American NGOs, charities and corporations were generally banned from operating in Finland by Soviet demand, starting from blocking Finland from accepting the Marshall plan. Swedish politics in comparison was heavily influenced by American funding.
Soviet funding initially went to communists but later a culture of paid cucks emerged and centrist and “right-wing” politicians discovered that they could get a share of Soviet oil money in their own pockets if they allowed the USSR to fund all sorts of pro-Soviet organizations. Khrushchev was the most eager to personally oversee the bribing of the pro-Soviet cuck right while Brezhnev was at first a huge crisis in Finland as the bribes stopped coming (until who knows what, maybe some adviser told him that Finland is going to try to align with the West unless he starts paying off the cucks again).
Of course, as it turns out, the Americans are not that different. There is no such thing as a gift from a great power and American “free market capitalism” is no less political than communism so now all the business deals come with a demand to praise diversity and multiculturalism. And of course the cucks and the cuck factions that used to praise Marxist-Leninism when Soviet bribes were coming in are now working in some well funded American NGO or charity that “fights hate”.
And of course now that Finnish politicians are being bribed by the Americans instead of the Russians, Finland has magically become one of the least corrupt countries in the world as ranked by American institutions.

However, your causes are not necessarily incompatible with the Icarus explanation. They are a different order of explanation. In a sense migrants are the problem, or financialization. But we must ask what intellectual framework allows these things in the West, but not in other countries.
In a sense Jews are a big part of the problem, but we must ask what is the framework within which Jews can become a problem here and not, say, in China.
For me, the Icarus explanation encompasses two phenomena
1) The higher you rise, the harder you fall. Pursuing glory and power so intensely leads to exhaustion and dissolution. The Chinese never rose so high as the West, never attempted to, but also never fall into self-destructive spirals to the same extent. The ancient Greeks, a passionate people, decided that the lesson of their self-destructive history was avoidance of extremes and balance.
If every action has a reaction, then a glory-pursuing civilization may have to accept that when the reaction sets in, it will be severe.
2) The West sold its soul for power. Science gave tremendous power, but undermined morality, tradition, and the healthy biological instincts that are the basis of a satisfying life.
Capitalism, for instance, unleashes tremendous economic prosperity, but undermines family and tradition and stability.
At every juncture, between incompatible goods, the Anglos chose the good of power – the result is that they became the most powerful force in the planet, but may have destroyed themselves in the process.
Of course, capitalism and science are not bad, they are good and necessary – but they need to be balanced.

Don’t be dense. Jews are not an internal social problem for China, and it’s hard to imagine them becoming one even if they were 2% of the population like in the US. Its worth investigating what cultural framework exists in China that would immunize them. For one, there is no self-hate for Jews to latch onto and develop.
The minor Jewish population in Manchuria supported Japanese rule and avoided getting interned like other Europeans.
There is no such framework. If there was then the pozzed, self-flagellating attitude of Taiwan wouldn’t exist. And there are plenty of self-hating Chinese abroad who became like that after they exited the authoritarian cocoon of the CCP.
One way to explain it is that once the Western intellectual take-off started, its initial success led inevitably to excess, power led to pride, pride brings on hubris, and as Ancient Greeks never tired of repeating, Gods don’t like hubris so an eventual fall cannot be avoided. In a way the Icarus analogy is correct, but the key question is why power and success metastasised in the West instead of finding a sustainable balance. That’s where the more earthy causes I tried to list played a role. I suspect similar dynamic has happened in other civilizations in the past. There are a number of badly explained collapses in the past, from Sumerians to Indus Valley, from Rome to Mayans. Losing a civilizational balance seems fairly common, elites go bad, that’s just part of the setup.
On my more lucid days I blame that on the incredible ugliness of most Anglo women. They are not a pretty sight, I might run off and try some adventures too, damn the consequences. As Anglo women age, they look more and more like men. And as Anglo men age, they often start resembling women. It is just an odd race. Too bad they are taking down the whole culture with them.
I as an American never took this notion of Germans’ lack of humor seriously. I always assumed that German humor has differences so great that it’d go over the heads of English-speaking folks.
Apparently, owing to the status of English as a “global language”, to say nothing of American influence worldwide, a certain number of English-speaking tourists/expats assume that Anglo-Saxon cultural norms are by default adequate and should apply to other countries, let alone continental Europe, therefore not making much effort, if any at all, to learn the cultural differences. I do not see any reason for the tourists to complain when their Anglo humor doesn’t work on the locals.
